The Constitution of the Confederate States of America.

In framing the Constitution of the Confederate States, the authors adopted, with numerous elisions and additions, the language of the Constitution of the United States, and followed the same order of arrangement of articles and sections. The changes made in this adaptation of the old Constitution are here shown. The parts stricken out are enclosed in [ ] brackets, and the new matter added in framing the Confederate Constitution is printed in italics.

ARTICLE IV.

SECTION II.

The Citizens of each State shall be entitled to all Privileges and Immunities of Citizens in the several States, and shall have the right of transit and sojourn in any State of this Confederacy, with their slaves and other property; and the right of property in such slaves shall not be impaired.

A Person charged in any State with Treason, Felony, or other Crime, who shall flee from Justice, and be found in another State, shall on Demand of the executive Authority of the State from which he fled, be delivered up, to be removed to the State having Jurisdiction of the Crime.

No slave or Person held to Service or Labour in [one State] any State or Territory of the Confederate States under the Laws thereof, escaping or unlawfully carried into another, shall, in Consequence of any Law or Regulation therein, be discharged from such Service or Labour, but shall be delivered up on Claim of the Party to whom such slave belongs, or to whom such Service or Labour may be due.

AMENDMENT XIII

Passed by Congress January 31, 1865. Ratified December 6, 1865.

Note: A portion of Article IV, section 2, of the Constitution was superseded by the 13th amendment. This amendment was added after the Confederate States had been defeated.

Section 1.
Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.

Section 2.
Congress shall have power to enforce this article by appropriate legislation.

So long as the franchise was limited in Argentina, the elected governments followed sound, free-market policies, and Argentine per-capita income rose smartly.

Indeed, the growth of Argentina's economy accelerated in the early years of the 20th century, rising 37.8% in real terms from 1900 to 1913.

Notwithstanding unequal capital holdings, free-market policies raised Argentine per-capita income by more in the first 13 years of the 20th century than statist policies of income redistribution did in the 53-year period since 1950.

Amendments 14, 15, 24 and 26 describe who can vote.

Article IV, Section II mentions privileges of citizenship but there is no mention of the right to vote.

Amendment 14 Section 2 seems to be the first mention of who has a right to vote. Prior to this amendment, the right to vote would have been determined by the individual sovereign States.

These areas would need to be reviewed in order to create a voting body consisting only of property owners.

See Article IV, Section II for additional notes.


Note for future work:
 
Combine/collapse elements of Amendments 13, 14, 15, 24 and 26 into a New Article IV, Section II. Enumerate/define "privileges of Citizenship" and explicitly reserve voting rights to owners of land within the geographical bounds of the sovereign State in which residency and voting will take place. Determine the minimum size of property that will qualify its owner to vote.
 
This is a Constitution of a Republic, not a Democracy. Citizenship alone is not necessarily sufficient qualification for voting--and residency is not necessarily sufficient qualification for citizenship.
